It fell out of common use in the nineteenth century with the rise of the telegraph, but has seen a resurgence in modern nights as Kindred search frantically for communication lines the Inquisition can't tap.

This can be used to track people down as long as that person is personally known to the vampire. Just follow the animal who can track down that person wherever they are in the world. Regardless if they are hiding or not.
