This doesn't affect which powers they can access, only the ratings of the two disciplines: a vampire who rearranges their dots into Potence 5 and Celerity 1 finds their Fleetness diminished and their Prowess greatly enhanced. The modified rating in either discipline cannot exceed five plus the vampire's Blood Surge value.
